Please use LibreOffice version 6.0 to re-create the chart from scratch. When I select columns M,N,O and created a line chart like yours, there was no problem with the zero.

I created a new graph in the file for versions 5.4, 6.0 and 6.1. The error still occurs in all. Therefore I selected the first 3 columns. A new graph is generated and the y-axis is set to the maximum of 0.8. Now the numbers are even outside the graph.
