Description:
Can't paste chart from clipboard into Writer after closing LibO in between (works for Calc/Draw)

Steps to Reproduce:
1. Open Writer
2. Insert a chart (default)
3. Copy it
4, Close LibreOffice
5. Relaunch Writer
6. Paste -> No Chart
7. Open Calc -> Paste - > Working

Actual Results:  
Paste from clipboard isn't working in Writer

Expected Results:
Should be working
