Description:
Trying to install libre office and windows gives me the error that it's not a valid install package

Steps to Reproduce:
1. Install on Win 7 64-bit
2.
3.

Actual Results:  
This installation package could not be opened. Please contact vendor to verify that this is a valid Windows installer package.

Expected Results:
That LibreOffice would be installed


Reproducible: Always


User Profile Reset: No

Have you checked the md5/sha1/sha256 hash against the published size?

Re downloaded LibreOffice and now I get this error.

Figured out how to check md5 and EVERY downloaded file has the same md5 but it's different than what you have listed.

Downloaded md5 on every time I download:
8f949703f86c9c1b567648f7aba58a8f (this is the same number I get from every time I have downloaded the installer)

What have you listed as md5:
b009bb99d918b866823afa059aebe518

Download from the project archive (where you saw the details link). Verify that the hash value of the download matches. 

Then use that for install, be sure to "Run as Administrator".

Oh, and if you had a prior install in place, be sure to stop the quick launcher and perform an uninstall prior to an install attempt.
