Yes, intended: own SVG from Draw -> Draw own SVG from Impress -> Impress all others -> Draw
For the record, i was opening an svg not created in libreofficec and it was opening in impress rather than draw.

Assume https://dev.w3.org/SVG/tools/svgweb/samples/svg-files/DroidSans.svg from bug 97566 was one of them, but that works fine now.
