Description:
The bug has been confirmed on French QA List On Fedora
Initial report on LO 6.4.2, also present in 6.1 beta

Steps to Reproduce:
1. Create a new document with Writer
2. Create a new page style
3. don't do anything else, click OK
4. 

Actual Results:
All Headers are ON, inculing the just created one and the default one.

You can see on the displayed doc that the header is activated

Expected Results:
Headers shouldn't be activated this way


Reproducible: Always


User Profile Reset: No


OpenGL enabled: Yes

Additional Info:
This broke all the page style, quite annoying I think

Reproducible for me with LO 6.0.4 from Ubuntu PPA, LO 6.1.0.0.beta2+ and LO 6.2.0.0.alpha0+, both built at home under Ubuntu 16.04 x86-64.

Set status to NEW.

Regression introduced by https://cgit.freedesktop.org/libreoffice/core/commit/?id=22e94ab1860b1bdea8d107d4e8824f63c6b1c8c5, which is the same as in bug 116496.
