Description:
Some Linux and Unix-like desktop environments used fontconfig for font substitution and fallback, and it is customizable that user could be modified for any purpose, so LibreOffice should load fallback font as the fontconfig specified, unless user specified replacement table via Tools - Options - Fonts.

LibreOffice uses fontconfig, so please explain the difference of your proposal to the status quo.
