Sample file

1. Open the attached odp file which contains a spin animation effect.
( or simply create a new document, insert a simple shape, then insert a spin animation effect. )
2. Save as pptx file.
3. Open it in Powerpoint. 

Expected result: file can open.
Actual result: Powerpoint reports that file is corrupted.

Mark Hung committed a patch related to this issue.
It has been pushed to "master":

tdf#118783 sd:fix spin animation in saved pptx file.

It will be available in 6.2.0.

The patch should be included in the daily builds available at
