Description:
Pressing F1 or invoking help causes the browser to be opened even if the help packages are installed.

Experienced on Linux (KDE - Kubuntu 18.04)

Configuration where the User interface is in English and the documents are mostly in italian, both the italian and the english help files are installed. The italian language files are installed.

Installed from the LibO deb packages on the development server. 

Using LibO 6.0.6 from the same profile on the same machine with the same sets of installed packages leads to the offline help system to work properly.

Offline help has been changed in 6.1 to be open in the browser. See: https://wiki.documentfoundation.org/ReleaseNotes/6.1#LibreOffice_Help

My fault, sorry for the noise. Not only I missed that bit of the release notes, I also missed the file url in the help page!
