Scrolling document with images slow and choppy

Steps to Reproduce:
1. Open attachment 143782 [details]
2. Scroll up down (preferably with the touch-pad)

Actual Results:
Scrolling isn't smooth: Noticeable lag & full CPU utilization. 
Note: I'm not using a high end Mac. 

Expected Results:
Preferably less lag

Reproducible: Always

User Profile Reset: No

The same effect can be noticed using a mouse with a middle scroll wheel. The scroll is clearly staccatoed, moving down and up in noticeable increments.
