Open attached document and select all. Export the selection to SVG. Import the produced image. Notice, that the rotated measure shapes have wrong text placement.

The error is, that the positions of the text parts are transformed in addition to the transformation of the entire text.

Correct behavior: Calculate the position of the text parts as if the text is horizontal. Then transform the entire text shape, so that it has the correct rotation and translation relative to the dimension line of the measure shape.

This is not inherited from AOO, but I see it in LO version 5.1. My Version 4 produces total wrong svg-files, which cannot be imported. So likely no regression but wrong from the beginning.

I can confirm that the text changes slightly. After importing the image, I changed its transparency to 75% and overlaid the original text. You can see the movement of the text.
