How are you doing since 6.x versions?
Select only paragraf you want in columns and Format - Columns - and there specify what you want.
The 6.x version don't have menu Format | Column. Only Format | Page | Column. Which version of libreoffice do you use exactly?

As you can see here https://bugs.documentfoundation.org/show_bug.cgi?id=115344 was a problem in the past that was solved in version 6.1. So, your solution would be to try the version 6.1. This version have this option.
