In LibreOffice 6.0 clicking F1 is going to the installed Help.
From 6.1 however clicking F1 goes directly to the online Help.
Helppack is installed and the language settings are correct. (Dutch)

I though I've seen this too.
Testing now, the Help opens in the browser, but it is the information locally installed.

So it is the installed Help shown in a browser.
Is this changed since 6.1?

Local Help now uses system default HTML/XHTML browser and shows a file:// local path URI. Previously, the LibreOffice Help was displayed via an internal Writer/Web based HTML based browser.
