More cases where this happens when hovering over a hyperlink inside a shape or text box: - you are in cell edit mode somewhere - you are in text edit mode in a different shape or text box
I guess it would also make sense to fix this at the same time: - when in text edit mode in a shape or text box with a hyperlink, no tip is displayed when hovering over the link

Samuel Mehrbrodt committed a patch related to this issue. The patch should be included in the daily builds available at https://dev-builds.libreoffice.org/daily/ in the next 24-48 hours.
