In Excel, a double click is required to see the apostrophe though, see attached screenshot.

Repro 24.8+. Issue is that General from MSO is imported as Number-General in LO. See no reason that this is a number.

In 24.8 alpha, this is imported as General/Standard. What type of format would you have expected? Additionally, the apostrophe is not relevant; it is not part of the content of the cell in this case – not in Calc, neither in Excel. The len() of these cells will still be the same for Calc and for Excel (152 for A1, 31 for A2). There is nothing to do here as of 24.8.
