This is a valid issue!

When you add a page border, you might want your header content on the inside, or on the outside, of that border. And the same for the footer. Yet - there seems to be no such option in Writer.

I think this bug may have been marked as spam because a copy of it was filed as bug 121056.

The summary might be (though I have no idea what a surround header should be) but the request is spam.
