The row height is set using Optimal height. The height is wrong (too high), leaving extra spacing above the text in the cell. Confirmed 6.2+. Looks like reason is Cyrillic text.
Confirmed 6.2+. Looks like reason is a combination of Cyrillic text and Liberation Sans font.
Just an additional thought. It might be very well an issue with Cyrillic. But actually I doubt it's specific to the font: rather it could be that for the specific cell width, text contents (characters used), and font metrics, the problem is triggered. I remember having similar problems with different fonts, which is why I suppose the specific font might not be the real problem.
