I'm using KDE Plasma on openSUSE Tumbleweed. When I hover on the buttons in the toolbar, there are no tooltips and I usually don't know what particular button does. (VCL: gtk3_kde5)
Steps to Reproduce:
1.Run any LibreOffice program under the KDE environment.
2.Hover on the mouse cursor on any button in the toolbar.
3.No tooltips appear.
Lack of tooltips.
The tooltips should appear.

I guess you have gtk 3.24 in your system? There is also a similar report for Fedora (put in 'See Also'), but actually I think it's an upstream gtk bug tracked in https://gitlab.gnome.org/GNOME/gtk/issues/1371. At least the gtk-3-24 patch which linked there, fixes for me an identical problem under Openbox.
Yes, I have GTK+ 3.24.
Adding gtk-cursor-theme-size = 16 to the ~/.config/gtk-3.0/settings.ini makes tooltips appear.
