Draw Tab should not appear when inserting Form Controls

When inserting Form Controls that are present in Tools tab in Writer, Calc and Impress, either a Draw tab appears after inserting them (in Calc case), or the focus changes back to the Home tab.

However, the commands to format the Form controls are to the right of the Form controls. These commands should be highlighted after introducing a Form Control.

Proposal:

1 - After inserting a Form Control, do not move focus from Tools Tab. Commands used to format the Form Controls are in Tools Tab.

2 - Do not show a Draw tab in Calc when inserting a Form Control - this is confusing since it is unrelated to Form Controls,

3 - Show text legends for Form Control editing commands (the right-most commands highlighted in Image 2) to make it easier for users to know what each command does.

The Form Control formatting commands that require text legends are:
Control Properties,
Form Properties,
Activation Order,
Form Navigator,
Open in Design Mode,
Automatic Control Focus.

In this case when selecting a form control the Home tab should appear grayed out as it correctly does on Writer.

I can fix this. there is a context-Form item which can be used for the focus, but therefore I have to add additional context related layouts.
