This is kind of a small 'less than sign' but not the real less than sign which is < on a second typing of that key, the opposite occurs: > as I know, on every press only that single quote should appear, which works in Browsers (here opera) right now. By design, see bug 105837 To be able to enter the apostrophe, rather than the typographic "Guillemets" simply disable the AutoCorrect. Tools -> AutoCorrect -> AutoCorrect Options: Localized Options tab, and uncheck the "Single Quote" replace checkbox.
