Steps to Reproduce:
1.Just click Libreoffice icon, and display blurry icons in it.

Actual Results:
blurry and ugly

Expected Results:
normal

Your screenshot shows the same problem as handles in bug 119020. Bug 119020 is fixed for LO 6.1.4. So you should get a developer version from https://dev-builds.libreoffice.org/daily/libreoffice-6-1/ and test it.
