I'm not sure I'm undertanding correctly your suggestion. You would like to change the scrolls' color from LibreOffice? I'm afraid that's not possible as they are decorated by the OS

So I think LibreOffice should also change the color of "vertical scroll" and "horizontal scroll".

Chrome uses its own scrollbars, then you can customize it at will. You won't be able to do so in Firefox, which uses the OS scrollbars, same in LibreOffice
