Description:
UI: the black border of the selected cell visible through the comment box

Steps to Reproduce:
1. Open the attached file
2. Select E11
3. Drag the comment box over E11

Actual Results:
Black border of E11 visible

Expected Results:
Hidden behind the comment box


Reproducible: Always
