Description:
Image in header can't be selected with header/footer menu off

Steps to Reproduce:
1. Open the attached file
2. Disable header menu (Insert -> Header/Footer -> Use header/footer menu)
3. Try to select the image

Actual Results:
Image can't be selected

Expected Results:
Should be selectable


Reproducible: Always


User Profile Reset: No
