Description:
I've downloaded LibreOffice 6.1.4 to my win 7 machine (but I get the same behavior on arch linux machine). And after I add image I can't resize it from properties panel on the right (although I can do it manually by mouse drag).

I even tried to cut image from caption, delete caption and paste image back. And it doesn't resize from size and position panel. When it was resizing before I added and removed caption.

Steps to Reproduce:
1. Create new text file.
2. Add any image (I used png one).
3. Try to resize. It resize by both mouse dragging and changing its size properties in position and size tab (by default on the right).
4. Add caption to the image (I just inserted text and clicked ok)


Actual Results:
When you resize image or caption by mouse drag everything is okay. Although you can't resize image bigger than caption its okay.
But when you change image size in position and size tab it doesn't affect anything. Image can't be resized at all through this menu. Not smaller, not bigger. Even if you cut image from caption, delete caption and paste image back, you're still unable to change its size in size and position tab.

Expected Results:
It should be able to change image size from size and position tab. Or at least add this panel when caption is selected so you can change caption size from panel

bugged file where you cant resize image

File is made by steps described earlier. Then I copied image inside caption and pasted it lower. And now I can't resize second image from size and position tab.
