I also confirmed the same behavior in 6.1.3.x

Format->Paragraph->Tabs->

When I try to type a number in the position field of the tab stop, it enters the number from right to left instead of left to right. So when I enter 3.13 the result in the field is 31.3. This makes it terribly difficult to enter tab stop positions accurately and correctly.

OS = Windows 10 Version 18.03

It's fixed from next release 6.2.2
