Table - Split Table is greyed out when you are in a cell that falls across a page boundary and your cursor is in the part of the cell showing on the over-the-page part of the cell, but Split Table is not greyed out when you are in the prior bottom-of-the-page part of the cell. This is shown in the attached item.

Actually I think it's worse/more general than that - I'm on a cell that's at the top of a page and can't split the table there as the cell above it falls on the previous page, but if I add some paragraph marks prior to that above cell to shift them both down so they are on the same page the Split Table becomes available.
I confirm it with

Steps to reproduce

3. add 3 paragraphs to that row
4. Add some paragraphs above the table, so that the table row is across two pages
5. Put cursor within first paragraph on the second page
"Split table" button is greyed out.
Split Table is grayed while the cursor is in one cell of the first row of the next page in a table allowed to split across pages.

1.2. Put the cursor in a next page paragraph pertaining to a cell that shares both first and second pages (row do break across page).
1.3. Select more than one cell on the first row on the second page (row do not break across page).
After step 1.1. or 1.2. Split Table is not selectable (is grayed out).
After step 1.3. Split Table is selectable (is not grayed out).
