Actually I think it's worse/more general than that - I'm on a cell that's at the top of a page and can't split the table there as the cell above it falls on the previous page, but if I add some paragraph marks prior to that above cell to shift them both down so they are on the same page the Split Table becomes available.
Comment 4 Dieter 2019-03-11 13:05:25 UTC
I confirm it with

Version: 6.3.0.0.alpha0+ (x64)
Build ID: 91cdf22b88a4f7bec243c8fb187627e766d3294c
CPU threads: 4; OS: Windows 10.0; UI render: default; VCL: win;
TinderBox: Win-x86_64@42, Branch:master, Time: 2019-03-08_00:38:10
Locale: en-US (de_DE); UI-Language: en-US
Calc: threaded

and with

Version: 5.4.7.2 (x64)
Build-ID: c838ef25c16710f8838b1faec480ebba495259d0
CPU-Threads: 4; BS: Windows 6.19; UI-Render: GL;
Gebietsschema: de-DE (de_DE); Calc: CL
Comment 5 Dieter 2021-02-11 07:28:11 UTC
I can still reproduce the problem with

Version: 7.1.0.3 (x64) / LibreOffice Community
Build ID: f6099ecf3d29644b5008cc8f48f42f4a40986e4c
CPU threads: 4; OS: Windows 10.0 Build 19042; UI render: Skia/Raster; VCL: win
Locale: de-DE (de_DE); UI: en-GB
Calc: CL

Steps to reproduce
1. Open a new document in writer
2. Insert a table with at least on row
3. add 3 paragraphs to that row
4. Add some paragraphs above the table, so that the table row is across two pages
5. Put cursor within first paragraph on the second page

Actual result
"Split table" button is greyed out.
Comment 6 LeroyG 2021-12-19 19:03:34 UTC
Split Table is grayed while the cursor is in one cell of the first row of the next page in a table allowed to split across pages.

1.1. Put the cursor in a cell that is completelly on the first row on the second page (row do not break across page).
1.2. Put the cursor in a next page paragraph pertaining to a cell that shares both first and second pages (row do break across page).
1.3. Select more than one cell on the first row on the second page (row do not break across page).

Actual results:
After step 1.1. or 1.2. Split Table is not selectable (is grayed out).
After step 1.3. Split Table is selectable (is not grayed out).

Expected results:
After step 1.1. and 1.2. Split Table is selectable.

Version: 7.1.8.1 (x64) / LibreOffice Community
Build ID: e1f30c802c3269a1d052614453f260e49458c82c
CPU threads: 4; OS: Windows 10.0 Build 19043; UI render: default; VCL: win
Locale: es-MX (es_ES); UI: en-US
Calc: CL

sample file

Still present in

Version: 24.8.0.0.alpha0+ (X86_64) / LibreOffice Community
Build ID: 40617d867346956588ac023511f31210107217f4
CPU threads: 4; OS: Windows 10.0 Build 19045; UI render: Skia/Raster; VCL: win
Locale: de-DE (de_DE); UI: en-GB
Calc: CL threaded

but steps in comment are not correct.

Steps:
1. open attachment
2. Place cursor in third paragraph of second table row => Button "Split Table" is active (expected)
3. Add some paragraphs before table so that "para3" is on second page and rest of table on first page
4. Place cursor agan in third paragraph

Actual result:
"Split Table" is greyed out

Expected result:
"Split table" should be clickable
