When the cursor is in the header/footer edit window and the header/footer frame menu button is visible there isn't a way to active the frame menu button popup menu using the keyboard.

A keyboard key combinations that I think might be good for this is Alt+Down arrow.

Alt+down might be an option but why not have an accelerator like &Header (Default Style) and alt+H.

The accelerator idea was the first approach I tried. It didn't seem possible/easy because of how the header/footer button is implemented. I could use some code pointers on how to do this :-)

If you want to do more to help you can test to see if your issue is a REGRESSION. To do so:
1. Download and install oldest version of LibreOffice (usually 3.3 unless your bug pertains to a feature added after 3.3) from https://downloadarchive.documentfoundation.org/libreoffice/old/

2. Test your bug
3. Leave a comment with your results.
4a. If the bug was present with 3.3 - set version to 'inherited from OOo';
4b. If the bug was not present in 3.3 - add 'regression' to keyword
