I repro like this:
select content (for title, than text) in slide 2 (I cannot select in slide 1)
Select alignment option of 'center text'
middle line of text is lost and content cannot be selected again (another issue).
I noticed this happens with original font that seems to be Comic Sans MS and some font sizes like 50 or 60, with others the text is not lost.

But no point in confirming bug unless we have a source .ODP, please attach.

Sorry - cannot supply .odp file as it doesn't exist.
The .pptx file is created by a Python project that uses the pptx run-time library: I read data from an .odt file, analyse it and output slides that way

I cannot repro.

As the steps are not very clear, I will write what I tried and you reproers can say which one is the one you reprod with.

First try:
1. Go to slide 2
2. Ctrl-A
3. Ctrl-E

Second try:
1. Slide 2
2. From Sidebar properties deck, Layouts: double-click "Title, Content"
3. I am still able to center text with Ctrl-E

I reproduce with LO 6.1.
Looks resolved now in master 6.3+, I tested with master~2019-04-14_00.09.05_LibreOfficeDev_6.3.0.0.alpha0_Win_x86.
If you reproduce with master or 6.3 please set Unconfirmed again.
