Screen shot 2019-04-03.png: Filter has no choice, should be deactivated; consequently, Image in the Format menu should also be deactivated.


Steps to Reproduce:
1.follow Format>Image>Filter

no choice

Expected Results:
menu should lead to possible action

Issue of target of the formatting...

You are selecting the Frame for the object (image and its Figure mode caption), not just the image. The image has to be isolated for its filter controls (differ depending on image type) to activate.

Click outside the Frame (not directly into the object), then reselect just the image. 

With just the image selected the appropriate image controls are enabled. Reasonable UX and behavior.
