Description:
With this feature we can allowed make the background filling the who page, rather than cut the background with page margin.

Steps to Reproduce:
1. Open http://www.jianli-moban.com/n2970c22.aspx and click 立即下载 button.
2. Open file from temp_13080615202898.rar
3. Click Format -> Page, there is no way to set the color to page margins

Actual Results:
The background image is cut by page margin

Expected Results:
The page should be allowed to set as this image:

I think this is similar to bug 112195. In LO 6.3.0.0 it is possible to choose a color for the whole page. So I assume, it should also be possible with an image. Can you give it a try with the actual master? (https://dev-builds.libreoffice.org/daily/master/)

I have set the bug's status to 'NEEDINFO'. Please change it back to 'UNCONFIRMED' if the bug is still present in master. Change to RESOLVED WORKSFORME, if the problem went away.

OK, I can reproduce with master build. Yes, the background is filling the whole page.
