Dialog for All Data Series

using Version 6.2.3.2

I assume that the dialog for data labels should be the same, regardless of whether for individual or for all data series.

Steps to reproduce the dialog for individual data series: 
1. Use Chart Wizard to create a chart without changing any settings.
2. Select the chart by double-clicking on it to enter edit mode. 
3. Click on the data series to be labeled.
4. Go to Insert > Data Labels on the Formatting bar to open the Data Labels dialog.

To reproduce the dialog for all data series:
Follow the same steps as above but do not click on any data series before going to Insert > Data Labels.
 
Screenshots of both dialogs are attached. 

I hope that this information is sufficient to see the issue.

Do you want that Dialog for Individual Data Series shows always? And dialog for All data Series should be deleted?
I think it's an enhancement.

No. The same dialog should open whether it is for an individual data series or all data series. 

As it is now, only the Data Labels page appears for all data series. By contrast, for individual data series, there are also pages for Borders, Font, Font Effects, and potentially Asian Typography.  

I can think of no reason why it should not be possible to have access to all of the options so that all data series can be formatted at the same time.

The language describing this can be a bit confusing so I hope I am being clear.

The full dialog provides options in tabs to change border, font, etc. whereas called without a selection those options are not accessible. I do not see a reason why it shouldn't be possible.
