Steps how to reproduce with  server installation of Version: 6.3.0.0.alpha0+ 
Build ID: 2e3b0c5d42d60d46cd9f8b8eda9424b095c63418; Windows 6.1:

1. In writer document <f7>
   » Spell check "Spelling" dialog visible
2. [Options] 
   » "Writing Aids" dialog appears
3. Move mouse pointer to "Get more dictionaries online ..."
   » ToolTip shows URL of LibO dictionaries, looks ok
4. Click link 
   Bug: Nothing happens                                          😥

Just for the record, on pc Debian x86-64 with master sources updated today, I don't reproduce this.
The page https://extensions.libreoffice.org/extensions?getCategories=Dictionary&getCompatibility=any opens.

I can't reproduce it in

Version: 6.3.0.0.alpha0+
Build ID: 1ae5ca077119982ae83833871326c86d9930ae11
CPU threads: 4; OS: Linux 4.15; UI render: default; VCL: gtk3; 
Locale: ca-ES (ca_ES.UTF-8); UI-Language: en-US

Please, try it again with a more recent master...

On Win10 with master sources updated today, I could reproduce this.

I noticed that when calling F7, I got this:
warn:legacy.osl:33508:9268:sw/source/uibase/dialog/SwSpellDialogChildWindow.cxx:435: ApplyChangedSentence in initial call or after resume
warn:legacy.tools:33508:9268:linguistic/source/gciterator.cxx:779: nSuggestedEndOfSentencePos calculation failed?
warn:linguistic:33508:9268:linguistic/source/gciterator.cxx:817: end-of-sentence detection failed?

when clicking "Options" button, I got:
warn:svtools.misc:33508:9268:svtools/source/misc/langtab.cxx:225: Language: 0x24 with unknown name, so returning lang-tag of: {sl}

Nothing on console when clicking on "Get more dictionaries online..."

Like Rainer, I don't reproduce this if I use Tools->language, etc.

I'll check on Linux if I got same console logs.

Meanwhile, let's put this one to NEW.

It's fine for me in 6.3.0.4 and a recent master build from ~2 weeks ago in Windows. Rainer, can you please test with a recent build?
