Tested in Linux Mint 19.1; Libreoffice 6.x; Impress

-- Open new Impress document
-- View - User Interface - Tabbed
-- Click Home tab
-- Make two object (example: rectangle_1, rectangle_2).
-- Put the rectangle_2 on the rectangle_1, but don't cover each other, and let it be common area.

Now ...

-- Click the rectangle_1. Now the Draw menu is active.
-- Click the rectangle_2, in the common area.

The Draw menu become inactive, if you click on the one element of menu, the Home menu is become active.

This happens with any graphic object.
