Description:
I have just received a report from an user via our LibreOfficeFR Twitter account. 
The user is running LibreOffice 6.2.4.

When the French language is selected (or even English) the item View > Show Formula has a shortcut defined on Ctrl which cannot be catched properly (seems logical, since this is a modifier key).


On GNU/Linux, the shortcut is correctly set to Ctrl+` (backtid).

Not reproducible on GNU/Linux (checked by Sophie Gautier on Ubuntu GNOME and myself running Arch Linux on KDE Plasma).

Steps to Reproduce:
1. Install LibreOffice on Windows
2. Open Calc
3. Go in View > Show Formula ("Afficher la forume" in French)

Actual Results:
Ctrl shortcut

Expected Results:
Same shortcut as on other platforms (Ctrl+`) (Ctrl + backtid).


Reproducible: Always
