In cmnts.odt, the comment dated 2019-6-3 was added after the other (dated 4-26), concerns text below, yet is displayed above. Why? How to move it?

It's not a matter of 'sorting comments by time'. A comment should appear opposite the text to which it relates, regardless of when it was inserted. The dotted lines linking texts and comments should not cross.
