Starting with (as seen with bibisect of <https://gerrit.libreoffice.org/#/admin/projects/bibisect-linux-64-6.1>) <https://gerrit.libreoffice.org/plugins/gitiles/core/+/d72145f9307c732ced4a546ac1e5093ec7c1a982%5E!/> "Move BackGraphicURL property & friends to BackGraphic + fixes" towards LO 6.1:

In Writer, "Format - Bullets and Numbering... - Customize - Number: Linked graphics", use "Graphic: Select... From file..." to select some file, close dialog with "OK", enter some bulleted paragraphs, save file as odt.

Instead of the odt's content.xml containing a

  <text:list-level-style-image text:level="1" xlink:href="..." ...>

referencing the external file, the odt contains a copy of the graphic file in its Pictures/ sub-folder, and the content.xml contains

  <text:list-level-style-image text:level="1" xlink:href="Pictures/..." ...>

referencing that copy.

1. Download and install oldest version of LibreOffice (usually 3.3 unless your bug pertains to a feature added after 3.3) from https://downloadarchive.documentfoundation.org/libreoffice/old/

2. Test your bug
3. Leave a comment with your results.
4a. If the bug was present with 3.3 - set version to 'inherited from OOo';
4b. If the bug was not present in 3.3 - add 'regression' to keyword
