I made a video showing how this text can be made to be like on Microsoft or Google Docs with 2 settings checked. Maybe LibreOffice is loosing some of the properties the document have.

The text box is in an inconsistent state. It has the property "normAutofit", but has not performed the fitting. In PowerPoint insert a character and delete it then. That will trigger Autofit.
LibreOffice does exactly, what is written in the file. It performs Autofit.

You can set the box to "noAutofit" in PowerPoint, then LibreOffice will honor that and do not perform Autofit. To enable/disable Autofit in LibreOffice, you can add the command "Autofit text" to a menu or toolbar. It is a toggle-command.

No one normal user will do that. Can libreoffice make it by default like other editors or made this configured option by default or made notification for user?
