As per now, KDE VDG guys has been updated Breeze color code:
> For light desktop use #232629 instead of #4d4d4d
> For dark desktop use #eff0f1 instead of #f2f2f2

Seems their HIG page (https://hig.kde.org/style/icon.html) has not been updated yet to match new color pallete, see https://github.com/KDE/breeze-icons/

Rizal Muttaqin committed a patch related to this issue.
It has been pushed to "master":

It will be available in 6.4.0.

The patch should be included in the daily builds available at

Affected users are encouraged to test the fix and report feedback.
