Description:
The entry at https://help.libreoffice.org/Calc/Named_Ranges_and_Expressions under  Apply title contains reference to the page https://help.libreoffice.org/Calc/Creating_Names. Thus one of them (title or link) apparently is wrong.
BTW. I can't find "Apply" operation among implemented Calc functions...

Steps to Reproduce:
None (except entering first of the above provided links and checking/clicking link "Apply").


Actual Results:
Obvious.

Expected Results:
Page containing description of Apply operation (similar to MS Excel apply option in Define name operation).

The wiki help is no more maintained since version 6.0 and the pages are obsolete, while synched with the software version in use.

The new pages referred are (Creating names)

Thus, contents and title are correct with respect to the latest dialogs.

Unfortunately, there's no information that the pages I have mentioned are obsolete. Moreover, they are referenced in second place in the results of Google Custom search for "Named Ranges" on the help page.

Perhaps that's true, but I don't know how to get to these pages as when we start from https://help.libreoffice.org/6.2/en-US/text/scalc/main0000.html?DbPAR=CALC and then select "Menus", then "Sheet" we land on https://help.libreoffice.org/6.2/en-US/text/scalc/main0116.html?&DbPAR=CALC&System=WIN where there are missing multiple commands including "Named Ranges and Expressions" (containing Define, Manage, Insert, Create and Labels). 
Index search doesn't help also: for "Named Range" it gives "Paste Names" description page you mentioned, but for "define range" - nothing while for "define" - more than 20 entries (and yes, there is the link to "Naming Cells" page, where proper description of Define Names dialog can be found).
Generally, a user has little chance to find correct man pages, just opposite - is directed to the wrong place. 
BTW What about Define, Manage, and Labels, which are present in the dialogs and have no accessible descriptions?
