Radio buttons, scrollbars are constantly flickering. It looks like a bad refreshing behavior.

Actual Results:
Elements inside forms are constantly flickering.

Expected Results:
Elements inside forms should not constantly flicker.


Reproducible: Always


User Profile Reset: No
