My screen reader reads them as checkboxes. Do they visually look like checkboxes or radio items?
The Format menu only includes a subset of potential line spacing entries, and when the current setting isn't in that list (eg. 1.15 lines), nothing is selected. That isn't possible with radio buttons, therefore this is not a bug. Related bug reports: bug 114631, bug 113512.
