Description:
Not is posible move the layers in Draw. The layers can only stay in the order that be created. I request that it can.

Actual Results:
Not is posible change the order of the layers.

Expected Results:
Not is posible change the order of the layers.

Already an enhancment request. Will likely be addressed via the Navigator deck of the Sidebar, though other approaches have been suggested.

I do believe this bug is not about the Navigator at all! The order of layers is expressed both in the Layers bar, and in the order of objects - which is constrained by the order of layers, i.e. an object moved to the Back will still be in front of all objects of earlier layers.

I would say that the inability to reorder layers is a plain and simple bug.

At the very least we should be able to reorder them by dragging their handles/tabs on the layer bar, and there should probably be other ways.
