To be precise, hovering over the name / date+time flickers. Interestingly, there's no flicker in Impress (which also has such details, while Calc comments don't). Confirmed with LO 6.4.0.0.alpha0+ (d05780f102c29b734e21ca729031d625ebf283ef), 3.3.0 / Windows 7.
