Description:
On clicking on the main menu bar items (in French : Fichier, Edition, Affichage...) only empty menus appear (two layers, the upper one has in the center one grey triangle upwards and the bottom one has a black triangle downwards).
It happened soon after starting a session, I only pasted some data from an editor (plain text, 50 lines). The problem remains after restarting the program.
I can't check the version I have with the 'help' menu ; in the Programs directory, I can see it is LibreOffice 6.2, dated 25 feb. 2019.  
I can use the icons of the other bars, and their hints appear when hovering over them (New, Open, Save...)

Steps to Reproduce:
1. Pb appeared early in the session, I only had time to paste data in text format...

Actual Results:
The main top menu bar gives me access to empty flying windows as described above.
Using shortcuts (ALT+D, Alt + F...) opens the same empty flying window.
Hovering in the middle of one such window highlights a blue line ; clicking then triggers something (for Help, it opens the windows saying Help is not installed on my PC ; for Format it opens a second similarly empty menu)

Expected Results:
Accessing Menus...

User Profile Reset: No



Additional Info:
I made a screenshot, but have not found any "Add an Attachment" option.
I'll probably download a new version right now. 
I can' try resetting my user profile, since I can't access Help menu.

As written in the bug report, I could not access the Help menu...
However, I found the installer.exe still on my PC : LibreOffice_6.2.0_Win_x64 (25/02/2019)
Just after sending the report, I've installed a more recent version : LibreOffice_6.2.7_Win_x64 (02/10/2019)... I was able to work with it, but unfortunately the same problem  occurs again right now, as soon as the software starts...

Just remove user folder from Windows Explorer (or some better one like Double Explorer): https://wiki.documentfoundation.org/UserProfile#Resolving_corruption_in_the_user_profile

After investigations by JBFaure : if I shut my 2nd screen down, then the menus correctly appear.

Do you have OpenGL turned on in Options-View? Please also try to turn it off. 
And also try rofile reset. 
So far this looks like a duplicate of bug 99521.
If not please explain and feel free to set Unconfirmed.
