On pc Debian x86-64 with LO Debian package 6.3.2, I don't see anything wrong.

Could you provide the txt file example + odt file?

Hi
I can explain the problem:
1 I made a copy of txt from a web page
2 I made a paste in a new writer document
3 I tried to convert txt in board (no work correctly) then ctrl Z and save in txt file
4 With notpad + i looked at the no visible chars in the txt file and i see LF in the and of lines.
5 With notpad + i changed LF in CR LF on all the lines
6 I made a copy from my new txt file and paste in writer document.
7 then to convert txt in board was OK
Thank you for your fantastic libre office.

Would it be possible you indicate the website?
Indeed, when I tested by copying paste your example in comment 1:
" text1; text2;text3
  auther text1; auther text2; auther text3
...."
the table conversion was ok on Writer.

On Win10 with LO 6.3.2, I could reproduce this.
I noticed that if you copy from website then unformatted paste, it worked.
