Happens both when opening the PDF with Evince and Chrome.
When I opened Rizal's pdf file with PDF X-Change Editor 7.0 build 328.2 I cannot see the emoji character. When I opened the pdf with a text editor, there exist a line like <</Type/FontDescriptor/FontName/BAAAAA+NotoColorEmoji --- When I opened Rizal's odt file with Writer and export as a pdf, I was able to see the character correctly displayed on PDF X-Change Editor. When I opened my pdf with a text editor, there exists a line like <</Type/FontDescriptor/FontName/BAAAAA+EmojiOneColorSVGinOT Version: 6.5.0.0.alpha0+ (x64) Build ID: 32dcf3f0fdafcf44457842a8aa4f54d30d856ca9 CPU threads: 4; OS: Windows 10.0 Build 18363; UI render: default; VCL: win; Locale: ja-JP (ja_JP); UI-Language: en-US Calc: threaded
When I tried to install noto color fonts from https://github.com/googlefonts/noto-emoji/tree/4e5cf1ca8d9d38a2a9c72c284be5e3fba28cec87/fonts Windows 10 on my machine indicates NotoColorEmoji.ttf is not a valid font file.

The cause is Noto Fonts not having fallback glyph defined on Arch.

Rizal is not using Arch Linux, but Ubuntu. Perhaps the cause is the same, though.
