After using Redact or Auto-Redact in Writer the floating Redaction toolbar should not be present when creating a new Draw file manually.

What is the harm in that? The toolbar is automatically opened to provide the tools for redaction, and it stays because that's how LibreOffice works (saving open toolbars to user profile.); and adding a specific case for this toolbar is noth worth the effort IMHO. Besides, user may always use the redaction tools for a draw document or an imported pdf. (There is no 'Redact' command in Draw.) Unless there is a good reason to decide otherwise, this is a WFM for me.

Floating toolbar was exist on Ooo era. Nowadays every "context" toolbar in LibO attached nicely. Otherwise, dock the toolbar just like others.
