In version 6.1.5.2, the menu was in place (after option Page)

On Win10 with LO 6.3.3.2, I don't reproduce this. On Calc (not Writer), I've got Format/Zone d'impression/Définir. Could you give a try at LO 6.3.3.2 ?
I have installes 6.3.3.2 Same remarks : Option [Zone d'impression] is in place in calc, NOT in writer

I think that you ask the right question : is Zone/Definir an actual option of writer ? If not (Zone/Definir is only available under calc), that bug is NOT a bug ; only a dream of my mind.
