False. ‘19-2-8’ converts nicely to ‘2019-02-08’

Not in that context. The help portion
https://help.libreoffice.org/latest/en-US/text/scalc/guide/numbers_text.html
talks about cell content of type Text that is to be converted to type Numeric|Date during calculations.
This is *not* about input being accepted as numeric when creating cell content.
