Description:
Press Help or F1, and get online web-based help, not offline help

Steps to Reproduce:
1. Select Help, Libreoffice Help (or F1)
2.

Actual Results:
Brings up browser with Help

Expected Results:
Should bring up offline help.  libreoffice-help-en-gb is installed, version 1:6.3.4-0ubuntu0.19.10.1


Reproducible: Always


User Profile Reset: Yes

I've not had this problem before, I've always used offline help.

Apologies. My mistake.  

I had forgotten that the (good old) help system with a usable contents list and index has been downgraded to a (not very good or usable) browser system based on albeit using local files.
